Hello,
I stream/record Smash Bros Melee tournaments professionally, and I'm having trouble configuring the new computer build I have to work correctly.
My capture card is an Avermedia C-199B PCIe card. It lists in OBS Studio a capability of 59.94 FPS. Respectively I set the overall output to 59.94 as well. However I can see a significat drop in frames. The last most log in the attached set even lists the following for my most recent recording:

23:21:56.815: Output 'adv_file_output': Number of skipped frames due to encoding lag: 485 (25.1%)
23:21:56.816: Output 'adv_file_output': Number of lagged frames due to rendering lag/stalls: 66 (3.4%)
```

Additionally, my logitec 1080p C615 freaks out and pixelates like crazy.
This hasn't happened recently but it is enough of a problem that needs to be addressed. An example of this problem can be seen in the below video:
