Video looks fine for a 1080p->720p downscale, at 30fps, using Display Capture. Downscaling will always incur a fidelity loss.

1) Use Game Capture, not Display Capture. DC is the least-performant capture method, and should be avoided if at all possible.
2) Switch to NVENC for your encoder. You have a 1660, which gives video quality comparable to x264 Slow, and are running software x264 Medium at the moment.
3) Run all of your monitors at the same refresh rate. At the moment you have one at 60hz, and the other at 144hz. There's a long-standing bug in Windows that has problems when multiple monitors are running at different refresh rates, with hardware-accelerated programs (like OBS and a video game). There's finally a fix coming in Win10 2004, but it won't be out until later this year, or next year.
