Question / Help 5 second lag, help please!

Hi guys, im new to streaming, recently got a elgato hd60 to stream my XB1 games, i stream on mixer, at first i was using the stream software built into my console and didn't have any lag at all, but i just set my stream up with obs today, when i first open the studio, i have aprox 0.5sec lag which is expected, and every thing seems fine, but as soon as i start streaming with in 1 min of the stream starting some times 20secs i end up with a 5 seond delay on my pc screen, i am only streaming 30fps at 2500 bitrate, can some one tell me if i need a better laptop with a better cpu please? i don't get a warning saying high cpu usage but my laptop is really slow when streaming, my laptop is a HP Probook, and the processor is a intel core i3 7100U @ 2.40Ghz - 2.40Ghz, 4GB ram, and 500GB HDD, here is a link to one of my log files on pastebin: https://pastebin.com/rjeiZ53h

PS: not sure if i have all of my settings correct, please tell me if i don't, and please tell me how and what to change, any help is greatly appreciated, if it is a new laptop i will need, can some one please go on PC World (UK website) and find me the cheapest laptop i would be able to get what will be able to handle streaming, once again i really do appreciate any help/advice from you guys, kind regards jordan!
-I would prefer to not have to buy a new laptop, but if it has to be done it has to be done i guess!

May i also note my DL speed is 300mbps and UL speed is 30mbps, so internet isn't an issue, and i don't seem to be dropping any frames, so not sure what the issue is, my best guess is not a fast enough cpu to render at 30fps

5 seconds between you doing something on your computer and you seeing it on the stream?
Expecting it to be shorter than that is extremely unrealistic.

On the usb 2.0 elgatos, up to 2s of delay is normal.
Do you also get the delay if you use the elgato software instead of obs?
