4k game recording choppy 3090RTX

Hey Everybody! So im attempting to record my gaming in 4k using OBS. The game runs very smooth during recording but afterwards when i watch the video it is very choppy. It seems to record fine in 1080p but as soon as i set the output resolution to 4k the videos become choppy. Any ideas? I've tried bumping up the bitrate substantially and it does not seem to help.

My Machine Specs are as follows:

GPU: Nividia RTX3090
CPU: AMD Ryzen 9 5900X 12-Core Processor
RAM: 32gb

At this time, everyone is trying hard to get NVENC working for 4K recording on the P7 preset.
