4k Brio Streaming to Facebook at 1080p getting choppy rescaling to 4K while recording

I am maxing out my NVIDIA GeForce GTX 750 Ti video card at 100% while trying to stream to facebook with my 4K Brio video camera, while trying to record in 4K. Can anyone recommend a top notch video card that can handle this with ease?
 
Is OBS showing "Encoding overloaded!" in the status bar, which you may get when trying to encode a too high resolution with your CPU/GPU.

How is your OBS set up in the Settings > Video and Settings > Output panels?
For instance under Settings > Video, is your Base resolution 4K and the Output Resolution 720p with the Lanczos downscale filter?

The reason I'm asking for this is because Facebook typically caps the stream quality at 720p, but there is a something on Facebook for gamers where you can apply to get access to 1080p. So if you're currently trying to encode a 4K video, then you could perhaps solve the issue by just downscaling the video first before trying to encode it.

I have a GTX1050 2GB which can encode 4K video just fine, however I would have liked to have a GTX1650 Super (TU116) / GTX1660 (TU116) or newer for the improved quality with its Turing NVENC encoding.
 
Although I thought that it would there is no notification indicating an “encoding overload”. I am using the NVIDIA NVENC H.264 instead of the CPU, as it runs slightly better.

Under video settings, the base canvas resolution is 4k and the output resolution is 1920x1080 with the Lanczos downscale filter.

I've been hearing people make recommendations with the GTX 1660 SUPER do you think that's the best route to go?
 
Sorry, I misread your original question/problem statement a bit, since I didn't realize you also want to record 4K while streaming to FB at 1080p. This will be very taxing on your GPU to record at 4K.
In this instance, you'll need to set both the base & output resolution to 4K in the Video settings and then only do the resizing in the Output:Stream settings AND then in the Output:Recording settings you'll have to set the encoder to not be "(Use stream encoder)"

Could you post your OBS log here, since that should show us what version and settings your using, as well as your hardware specs (eg. CPU).

Lastly, are you playing games while doing this streaming & recording, because that one its own may warrant a high end graphics card.

I don't have experience with actual capturing at 4K yet, so I can't make any concrete suggestions on graphics cards...
