Question / Help 4K (2160p)60 Streaming to YouTube Hardware advice

I've been experimenting with streaming of a console racing game using OBS to YouTube currently at 1080p60 but am having trouble with blockiness in the track surface. I need to build a new PC to get round this problem but would like to move to 2160p60 streaming once the bandwidth allows so would like to build a machine capable of doing this in readiness.

The PC is dedicated to the stream encoding and the 12G-SDI video feed is captured by a BMD Decklink Extreme 12G PCIe card.

Currently using a Skylake i5-6600K and streaming 1080p60 @ 10-12,000mbps but I can't drop the preset below Veryfast without dropping frames. If I drop to fast (or even medium) there is a noticeable improvement in quality of the image but the dropped frames are a problem. Most of the image is OK but the track surface has a lot of detail and is very fast moving so that's where the compression blockiness is the biggest problem.

I was hoping I could build something for under £2,700 + VAT but I'm not sure how many cores/threads I should aim for and how much memory I should use and which platform woudl be better suited between Threadripper vs i7/i9?

Any advice please?
