480p Stream, Best FPS?

Okay, because of Internet limitations I have a max upload of 1.7mb so I have no choice but to opt for 480p Stream at 1200 Bits.

Now my question is , at 480p 1200bit with Nvenc codec at a 2 keyframe intervall with BFrames, which is the best FPS option to output?

60FPS
48FPS
30FPS

I Stream the following game types
1. Warzone
2. Godfall
3. Remnant from the Ashes
4. Division 2
5. Rainbow 6 Siege

480p already looks very shitty and 60fps makes it worse? But the given games I Stream will 48fps or even 30fps even be viable at 480p?

Basically I want the best image quality possible for my 1200bit while still making it bearable to watch.

Do not want my fast paced games to look stuttery on 30fps because it will just make it worse on 480p.
