Question / Help 3500 Bitrate Rubberbanding with 6500 upload?

Hi I've been trying to stream Rocket League at the speeds in the title, but I can't seem to fix the random rubber banding I get when joining online matches. This happens every couple of seconds and makes competitive play almost out of the question, I'm hoping lowering bitrate is a last resort but I was wondering if someone could check my logs to make sure it's not one of my settings?

6500 should be enough for 3500 bitrate right?

Run a twitch bandwidth tool test also see what the results are. if you have a 6.5mb upload and its not dropping packets then you shouldn't have a problem running at 3500 bitrate.
