Bug Report 30fps only frame rate option?

Been a while since I visited my OBS but when setting up my usb cams I now find only two frame rate settings. Unchanged and 30fps. Doesn't matter what I select in Settings/Video. What changed?

OBS 24.0.3, Mint 18.3 Mate.

To expand on this a bit further, it appears the only time I now get the option to change frame rates is if I leave resolution set to Leave Unchanged. Any time I select a specific resolution for any of my usb cams, there is only one frame rate, take it or leave it. That hardly seems right.
