Question / Help 2 problems with my stream

Ok so, first things first, when I'm streaming the screen seems to tear then next thing you know theres red green and blue pixels at top of the stream, this happens with both CPU and GPU encoding. Secondly dropped frames, good god, so in the past two days i get frame drops the second i start streaming and not just small amounts w're talking like 300 in like 4 seconds.

does anyone know whats going on?, I tried lowing bit-rate and stuff, it does nothing. I don't understand why its just all of a sudden happened, it streamed fine two nights ago.

P.S XSplit doesn't drop any frames on the same servers, but my crappy fx 6350 cant handle it sadly.

UPDATE: it's now flickering on stream. also frame drop has lowered but still continues to happen at a bad rate for me.
