Question / Help 2 PCs Streaming: Cannot get audio out. HELP!

My current set up is this:

Default Audio Out Device: D50u-D1: Nvidia High Definition Audio

This goes directly out through HDMI to my monitor and audio from that is then sent from monitor via optical cable to sound bar.

My capture card is listed as: Razer Ripsaw: Nvidia High Definition Audio

This goes from the display port on my graphics card through HDMI adapter and into the Ripzaw.

I cannot get audio out through both sources at the same time. I've been Googling this for hours now. I can get audio out to one source at a time. Like I can send audio to the Razer Ripsaw and my other PC will pick up the audio, but then my monitor and soundbar have no audio.

I've tried the Volume Mix trick but I cannot get both audio sources to come out in the tray on the recording tab. I tried some software that was supposed to allow you to merge audio sources but it cannot merge both audio out from HDMI and the Display Port.

How do I go about this?

Windows 8.1 64-bit

Stream PC:
i7 3770
8GB RAM
Nvidia GTX 1050 ti
Windows 10 64-bit
Razer Ripsaw (Capture Card)
