Question / Help 2 pc set up with frame loss and lag

the pc specks for my stream rig are in the log file but they are:
Gtx 970
cpu: AMD-FX-8320
8gb ram

gaming pc
gtx 1080
i-7 6700k
16gb ram

my capture card is a elgato HD 60S
i play on a 165hz 1440p display with the display duplicate on.

Issue 1 i am unable to even stream 720p at 30fps no matter what encoder or settings i use and i would like to stream 1080p 60fps
issue 2 there is a large delay that is not there when i am using the elgato software my issues are only there with obs

Please post a link to a clean log with profiler information. First restart OBS, then start your stream/recording for ~30 seconds and stop it again. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc. When you're done, close OBS, Open OBS, and select Help > Log Files > Upload Last Log File. Copy the URL and paste it here.

1. The Windows 10 CU added a new Game Mode option which causes issues more often than it helps. It is recommended to disable it when using OBS. See here for how to disable: https://www.windowscentral.com/how-enable-disable-game-mode-windows-10-creators-update

2. Make sure your system is running in dual channel mode (CPU-z memory tab, channel count).

3. Make sure your GPU is in at least a 2.0 8x slot (run GPU-z and post a screenshot of the results).

4. You have a weak CPU. I doubt it'll do 1080@60p.
