1fps on mojave after upgrade from high sierra

So we where streaming 1080p at 29.97fps on a 8 core Mac Pro 2010 and after getting a cheap quadro 4000 we made the upgrade to Mojave and now we are getting 1fps with 10% cpu usage. Any ideas we did a clean install ie. removed the configuration files for the library then reinstall no go
