1920x1080 making huge video

Apparently, I'm supposed to use a 1920x1080 base and scaled resolution - multiple people say so. I did, and now my video is humongous. No, literally 1/4th of the video is recorded, and the rest is offscreen. I'm not sure what to do - upping the resolution simply makes the video fit to the correct size, but makes it smear when I scroll a scroll bar.
Be nice, I'm a kid.

Make your Settings->Video canvas resolution the same size as your monitor resolution. As Settings->Video->output resolution set the resolution you want your video in.

I set it, and the quality is fixed, but there is still some smearing.

Edit: The video is compressed for YouTube; the real video wasn't that blurry. There was just all kinds of smearing.
