Bug Report 18.02 still better than 19.0.2

My specs>

i5 7300HQ
16Gb DDR4 (2400)
GTX 1050 (2GB)
250Gb EVO 850 Samsung


With 18.0.2 I can stream at 720p (NVEC, default, main), (60fps, bicubic) and smooth
With 19.0.2 (same config) I have a lot of artifacts, blurry image...

Going back to 18.0.2 and problem fixed.

Please post a log from both versions that shows the issue.

We did make a change to the NVENC code -- I'll revert for now and fix it up in 19.0.2.
