Question / Help 1700x and gtx 1080 fps issues

Hello guys so i just installed the new Ryzen 1700x and a new motherboard and a cpu fan header for the new cpu. I came from a i7-5820k which for whatever reason was getting maxed out when i tried streaming so i decided to shell out and buy the new ryzen because i heard they are monsters at streaming and gaming at the sametime. I tried streaming today with the 1700x tom clancy rainbow six siege and my cpu usage shot up to 100% usage and it made the game drop major fps. This is the first time this ever happen since i installed the cpu.. but the other times obs studio would just cut my fps in half but my cpu usage was at 60% and lower. I will be posting logs of obs studio maybe i have a setting wrong some place? but i'm trying to stream at 720p 60fps on x264 encoder on faster preset which according to the internet is highly able too do.

@munakim you're problem might be lying in video settings, with your setup I do recommend using these settings
OUTPUT:
Encoder: x264
Enforce streaming service encoder settings: CHECK
Rescale output: 1280x720: CHECK
Rate control: CBR
Bitrate: 3500~4500 (depending on internet speed, I recommend in between these 2)
Use custom buffer size: CHECK
Buffer size: 3500~6000 (also depending on internet//overall PC performance)
Keyframe interval: 0 (will likely auto to 2, but keep it at 0 if it auto's to something else.)
CPU Preset: MEDIUM (do not use anything lower than medium I.E slow//slower)
Profile: HIGH
Tune: either none, fast decode or zerolatency

Now go to VIDEO SETTINGS:
Base canvas: 1280x720
Output resolution: 1280x720
Downscale filter: bilinear//lanczos
Integer fps value: 80~90 (do not use common FPS value as it will not keep a stable FPS of 60 true, it will be going for 60, but usually it will AVG at 59.98 instead of 60 true, thus raising the fps the stream will look buttery smooth, this was my problem that I was looking for until I just recently found it out today by myself.)
Also do make sure to watch your temps on everything I.E CPU//GPU to make sure nothing overheats.

I will give this a try! thank you for answering. I've been trying to fix this issue

OH I see the problem, you went from intel to AMD...
Did you ever re-install windows during the switch?
If not, you should definitely do that, otherwise you are having the problem I had when I went from an AMD8320FX to my current I7 8700K.
If you never clean installed windows, which ever version and you switch CPU brand 100% you have to clean install windows again. that is the downside of switching from different brands of CPU's
Just trust me on this, back up what ever you need on a USB, then clean install windows. it fixed it for me, and it should fix it for you.

Also you are trying to stream in 1920x1080, suggest going into OBS video settings and setting it down to 1280x720 on both base and output res.

Log shows no recording/streaming attempt, so the x264 settings and the important lines about dropped frames are not in that log file.

Sounds like some driver/device is causing high CPU load, or your whole operating system needs a reinstall.
That should have been obvious, when your i7-5820k was maxed out while streaming (because 720p 60 very fast or faster should work fine as well).

hey guys here's a new log from obs studio.. me trying to streaming Rainbow Six Siege and my "Beast of a cpu" gets maxed out for no reason.

If you've installed anything more than the drivers for the killer networks network controller, that could be a big chunk of the problem.

From our factoid bot:
Killer's Firewall is known for it's poor performance and issues when trying to stream. Please download the driver pack from http://www.killernetworking.com/driver-downloads/category/other-downloads , completely uninstall all Killer NIC items and install their Driver only package.

i don't even know what that is but ill google. i just want this shit to work correctly! i spent 400$ and this cpu is running like a hot potato.
