did you set desktop to 60hz?
but I dont see why you are not using nvenc or quicksync (better imho because of nice icq mode) to record (both in simple mode). 1080p60 with x264 is quite a lot of work for cpu even on ultrafast

The thing with csgo is that v-sync is the worst setting because of the delay.
 
tbh im not sure if its not just csgo community superstition, i play games for a long time, always with vsync and never had any delay
i just glanced at your post history and you seem to struggle with vsync related csgo issues since april if im correct, ignoring advices and questions, and posting again same stuff.
so like i said, superstition or software misconfig backed by wrong belief

Please don't get shitty with the people taking the time to try helping you. Please don't abuse the report system just because you don't like someone's answer.

I don't see any performance issues in the log, have you checked that your GPU usage isn't maxing out?
What did you set fps_max to?
Are you moving OBS to a second monitor with a different refresh rate than the one you're playing on? If you are, does keeping the OBS window on the primary (144 Hz) monitor make a difference? What about disabling the OBS preview?
