Question / Help 144hz feels like 60hz when OBS is open on 60hz monitor

Just like the title says.
I have 3 displays.
1 1440p 144hz Gsync Monitor
2 1800p 60hz Monitors
I play games on the 1440p of course.
When I have OBS open on another monitor and I have the game running as borderless full screen it looks and feels like the game is running at 60hz not 144hz.

I use Game Capture, and the recording/streaming settings have 0 effect on the problem as this problem occurs even when I am not recording/streaming

Things I have tried.
Minimizing OBS and all other progs - Worked
Minimizing OBS but leaving some progs open - worked kinda, depending on the program open.
Running game as Full Screen - Worked
Uninstalling and reinstalling - curiously worked for a bit
Disabling Gsync - made problem worse as the gsync wasn't there to smooth out the 60hz
Changing to window cap - added nearly unplayable input lag
Rebooting - didn't help
Changing to 120 hz - same problem
Turning off game mode in WIn 10 - didn't help
Turning off all recording settings in Geforce experience - didn't help
Running only the game and OBS - didn't help
Adjusting all settings of capture game - didnt help, some made it worse.

One other curios thing that may be related to this issue is when I switch the game to full screen, the NVIDA color settings on my main display are no longer applied. I can go back into NVIDIA control panel and move the slider one up and one down (any slider for color) and that reapplies the settings.

System Specs
WIN 10 PRO x64
1800x Ryzen
1080ti MSI
12 GB DDR4 2400hz GSKILL
M.2 SSD SAMSUNG

As a last note, I do have 2 solutions, run as full screen and minimize everything.
I can use these however 1, I multitask, so running in borderless is my go-to. 2, I want to have certain windows up while I play, having OBS up while I stream is useful.
What I'm mainly confused on is how it worked for a while after reinstalling then stopped.

Any advice or information would be helpful.
