I recorded a 144 FPS video, and I've seen that if you slow down a 144 FPS video it'll look smooth on youtube.
What % do I slow down the video to?

Not entirely sure what you mean. Slowing down the video will make it look... well, slow.
What you can do however is re-export the video in a lower framerate, but there's no point in doing that when you can just record it in the framerate you want.
If possible, can you tell us where you heard this? And maybe explain in further detail what you mean?
