11.000 video bitrate twitch streaming

Hello everyone

I saw a twitch streamer streaming at 11000 video bitrate without any issue.
Channel link: https://www.twitch.tv/torwak

When the motion on the screen decreases, the bitrate drops to around 4000. As the motion on the screen increases, the bitrate rises to around 11000. You can see it in the screenshots.

As far as I know, partner streamers have a maximum 8000 bitrate limit. My question is how does he do this? After seeing this streamer, I tried streaming at 1920x1080 resolution with 11000 bitrate. Everything is fine but the highest quality options are 720p for my viewers. People can't see 1080p option at video quality. (Btw i'm a partnered streamer too) My upload speed is 20 mbps and if possible, I would like to increase my video bitrate in this way in order to increase my stream quality.

Any idea how does he do this?

Your question should be directed to Twitch support. This isn't an issue on OBS side.
My guess is they are testing it with just a few trusted streamers.

I asked to twitch. They said "For all supported bitrates, framerates, and resolutions, we would strongly suggest looking over https://stream.twitch.tv/. This site has settings suggested by our own engineers to best support the quality of stream you’re looking for. Beyond these suggested settings, we cannot guarantee that we’d be able to support the broadcast, and you may run into technical issues with the stream as a whole. "

Once the average is above 8000kbps for a certain amount of time, Source quality will be unavailable.
