10900k + 2070 SUPER Stuttering Stream and Recording!

Hi,

I just upgraded to a new computer with 10900k CPU and having issues streaming and recording. I previously ran 2070 SUPER with i7 7700 and could record and stream games like Deus Ex Mankind Divided flawlessly, I mean it was amazing, but as soon as I've finished building my new PC with 10900k + 2070Super using the same NVENC settings as before I get screen tearing and stuttering everywhere (while my game is running even smoother then my previous PC). What am I doing wrong? What could be causing this. I have 0 rendered and Dropped frames in the stats window.
I tried everything, OBS run as Admin, game mode on/off, every possible setting in OBS. I mean it used to work on my previous PC with these settings.

1. The version of Windows you are running has a limitation which causes performance issues in hardware accelerated applications (such as games) if multiple monitors with different refresh rates are present. Your system's monitors have 2 different refresh rates, so you are affected by this limitation.

To fix this issue, we recommend updating to the Windows 10 May 2020 Update. Follow these instructions if you're not sure how to update.
2. Your GPU is maxed out and OBS can't render scenes fast enough. Running a game without vertical sync or a frame rate limiter will frequently cause performance issues with OBS because your GPU will be maxed out. OBS requires a little GPU to render your scene.

Enable Vsync or set a reasonable frame rate limit that your GPU can handle without hitting 100% usage.

If that's not enough you may also need to turn down some of the video quality options in the game. If you are experiencing issues in general while using OBS, your GPU may be overloaded for the settings you are trying to use.

Turn off Psycho Visual Turning and use Quality Setting instead of Max Quality.
3. The encoder is skipping frames because of CPU overload. Read about General Performance and Encoding Issues.

Sorry, should have been more descriptive:
- I did try limiting the frames to around 80fps (just like I was hitting on my previous build with 7700, with the exact same competitive graphics settings)
- I also always had second monitor with 60hz plugged in and it used to work fine on this same GPU (but I did try completely unplugging it yesterday when I was trouble shooting, exact same results)
- These frame rate drops only appear when I switch windows back to game (which is normal, but after that the number of dropped frames doesn't change, even after an hour)
- As how I understand it these new 20xx GPUs have a completely separate chip for encoding, so it should not matter on the graphics settings as much?

I'm updating windows at the moment, will post the results afterwards

Holly shit boiiiis, not only did windows update fix the issue, I'm also getting about 20 in game fps extra, no kidding! Same goes for my x264 CPU encoder, recording on a slow preset with 0 issues! Thank you!
