Question / Help 1080p with this spec?

Guys a best setting for obs live?
i have this pc spec:

Motherboard: msi 990fxa gaming
cpu: amd fx 9590
vga: sapphire rx480 8 gb
ram: vorsair 2x4 gb ddr3 1600 mhz
Internet connection: 100mb download and 20 mb upload.

for now in obs i have:
video 1280x720 30 fps
bitrate 3500
preset:veryfast

my cpu when i stream in obs is max 6/8%.Can i increase something for better stream?
Normally i stream league of legend and not need much hardware requirement

Those Piledriver tend to perform rather bad but when only playing LoL it should be possible to stream 1080p30 without much performance decrease. Would still recommend 720p30
