1080p 60fps Not Smooth/ Very Laggy/ Please Help!

My Specs

CPU - i7 9700
GPU - 2070 Super
Ram - 16GB
HDD - 2TB
SDD - 512GB

I have tried multiple YouTube fixes and tried multiple Youtuber's settings as well and I'm still getting lag in my recordings.

I have screenshotted my OBS settings and attached them. Please help.

You have an old version of Win10 with a known issue regarding screen at different refresh rates. That isn't helping you. A search in this forum will have lots more details ... but most likely you need to make screens same refresh, or update Win10 version
You also have audio sources at 2 different sampling rates.. also strongly not recommended (make all same sampling rate)
and that log doesn't include a stream/recording... so missing some details

Also, looks like you've set fps at 90?? vs screen refresh of 144? basic troubleshooting says to fix the above, and drop to maybe 60 fps and see how things are? actually stream/record... then post updated log

Unless you are actually doing slow motion, turn down the FPS to 60 in OBS, and then you can turn down the bitrate to about 20000.
YouTube will compress the video further when you upload, so nothing lower than 20000.

I can also recomend max B-frames 4 when using look-ahead. BUT, if you're running extremely high framerate, set that bitrate to at least 50000.

Also, what lag are you experiencing?

I just updated my windows and im am about to start recording again and I will send the log for it!

for my lag I am experiencing constant stutters I would say like its not consistently smooth. And thank you I will definitely try that!

run obs as administrator
If you are going to record in high fps (to compress it down to have motion blur I'm guessing) record in multiples of 60
Set you preset to Max Performance (there is no visual quality difference)
record in CQP (14 is visually lossless at 1080p but if you are still getting lag increase it but don't go past 19)
in the advanced menu mess with the process priority
turn downscaling filter to bilinear
set max b frames to 0
record to your ssd and you can just move your files to your hdd later
