Question / Help 1080p 60Fps @ 6000k Bitrate looks like trash?

I'm trying to stream @ 1080p 60fps @ 6k bitrate yet it still looks like trash when I turn. I understand high foliage games will do that regardless but I'm trying to stream Arma 3. I have a 1080 Ti + a i7 8700k @ 4.33GHz. I know how to use obs, I'm just curious what causes the blur. I stream at the CPU preset of fast is that not enough for 1080p? Also, arma is obviously an intense game to stream and anyone who has played it knows servers like King of the hill get like 30-60 FPS based off the time / area you are. If I'm not pulling a solid 60FPS game and streaming @ 60fps will that cause the blur as well? It looks like trash compared to other streams @ 1080p 60Fps. I'm not partnered and I doubt that has a factor anymore since they released the new bitrate limits. I can post a log / stream clips comparing my 720p 60fps @ 6k vs my 1080p 60fps @ 6k and they both look fairly bad imo I feel like I have something wrong. If anyone has any answers fill me in, I've been trying to figure this out for ages.

youtube does reencode everything, so to get the best quality you can make local recordings and increase the bitrate till you get a perfect looking video while moving. Use that as your stream settings if your Connection can handle it, if not use the max bitrate your connection can handle.

I have 300 meg internet so I have 300 down and 40ish up w/ a Nighthawk so I'm fairly certain I can stream @ 9k bitrate but I thought twitch didn't allow you to stream above 6k bitrate. I tried streaming @ 7k bitrate and OBS was still saying I was streaming @ 6.3k even though the setting was @ 7k.

https://www.twitch.tv/videos/224089055 This is 1080p 60fps @ Fast CPU preset. I'm not sure what more I need to do here. There is so much insane pixilation in the foliage yet I watch people stream this game all the time @ 1080p 60fps on life servers with less frames then I do and it's solid.

Yet all the bigger streamers do it and ALOT of various smaller streamers are doing it? There has to be something they are doing that I'm not.

using dedicated streaming pcs with a lot more cores, a i9-7980XE or amd 1950x in a dedicated streaming pc will enable you to go for slow or even very slow which will increase the quality. So if you have 4000€ laying around and don't know what to do with them, you can build your 1080p dedicated streaming pc now.
