Question / Help 100% CPU usage / Elgato HD60 Pro / 6700k @ 4.6Ghz

Is this normal? To have any hope of a stutter free stream I have to turn off the preview window and make sure that chrome is using as little CPU time as possible. Even then the CPU runs at ~80% usage and the stream isn't perfectly smooth. Just scrolling in a browser is still sluggish. (Gaming machine is fine, with that only sending out an HDMI signal)

I remember reading elsewhere on the internet that apparently you can't use the built-in H.264 hardware encoder of the HD60 Pro when using OBS to stream, that would only work with Elgato's own software. That would explain some of the CPU strain, but surely not all? I'm guessing there's something else straining my CPU that puts the final nail in the coffin. I know a 6700k only has 4 physical cores but for a 1080p60 stream at 3500Kbps that shouldn't be that much of a problem right? I really don't want to splurge more money on an X99 board with a 6900k or something similar, especially after the holiday season...

There is no graphics card in the stream box, just the GPU inside the 6700k. Is OBS perhaps unable to use the Intel GPU to decode?

Any help you can give me would be greatly appreciated, if I need to provide further details I'm more than willing to give them.
