Question / Help 0 kbs issue

I've normally had really good luck with streaming, but lately I will start off with a lot of dropped frames. My kbs will range from 2500 going all the way down to 0. I don't understand why I should have to change any settings if I have had no issues before. :( My upload is

Ping: 12
Down: 170 Mbps
Up: 4 Mbps

I stream at 30 fps, 2500 as my bitrate, cpu= veryfast
