0 kbps and massive frame drop when trying to stream (stream not not even loading)

https://obsproject.com/logs/3Lm2uBlhWHBkMj11 here's the log file.

I don't know why I cannot even start stream because every time I try to stream, the frame just drops to like 60 percent and the kbps goes to 0 and stays in the red and doesn't work afterwards. I reset my profile and created a new one and with default settings I was a able to stream for like 1 min max and with frequent kbps drops from time to time. I personally don't think its its a hardware issue but I am not really sure what's causing this to happen, maybe its the internet provider speeds or some driver issue. I just want a check if its some driver issue or something else...

Quick glance shows 2 issues,
1 others, I think/iirc, have commented this indicates a CPU load issue
22:27:37.229: Max audio buffering reached!
22:27:37.230: adding 960 milliseconds of audio buffering, total audio buffering is now 960 milliseconds (source: Audio Output Capture)
2. You have a NETWORK issue
22:28:42.179: Output 'adv_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 1808 (65.6%)

note: I did NOT say Internet.. could be software on your PC... other traffic on LAN, your LAN network itself (WiFi bridge, etc), your WAN link, ISP routing, VPN, or ??? all things, nothing to do with OBS Studio... and there won't be any indicating in your log
