Question / Help 0 dropped frames but lagging on stream?

I use i5-4460, gt 730, 8 gigs of ram. this thing started to happen after windows 10 "privacy update". so basically when i livestream/record the video looks like 15fps, on obs itself looks fine. game isn't laggy at all as well, i don't know what it could be. any idea?

I had the same issue on Windows 10 if you're using win 10 turn off game mode cause for some reason it was causing me lag
