Hi everyone from the OBS Community,
I used to capture games with OBS Studio on Windows 7x64 a couple weeks ago just fine 〔1080p 60FPS 12mbps〕 without any major issues, however after I upgraded to Windows 10 Ultimate x64 I've had some issues with frame skipping. I don't stream, so it's not an internet connection issue. I've already searched through the whole forum and everything I tried didn't work, unfortunately.
It doesn't happen only with OBS, Shadowplay does this too, and it's not due to high GPU / CPU / memory usage. You can see a video below w/ Riva turner OSD enabled：
Frame skip： 1:28 till 1:33 | 2:11 till 2:18 | 3:15 / There are a few more less noticeable ones.

Settings used are Nvenc, Medium file size, 1920x1080, 30 FPS / x264 cpu recording has the same results. This didn't happen at all in Windows 7, my channel has quite a few videos which I recorded before installing windows10, if you want you can take a look.
My PC specs：
・i5 6500
・Gigabyte 750ti 2GB 〔Factory OC / Mini version〕
・8GB ddr4 〔Single channel, mobo only supports 2 sticks and I want to upgrade to 16gb later〕
・Gigabyte H110M-H
・Corsair CX600
