obs language settings

I cannot change default language because the drop down list in settings is disabled (see attachment). What can cause such an issue? Should I install a language package?

It seems that all OBS settings are language dependent, means that if you change the language all settings reset or go to the settings you used while using this language. E.g. switching from german to english resets everything, but going back to german everything is back to normal.
