buffering stream

Hello. 14 January i got a problem with Red ping in my OBS while streaming. every day i have red ping. Stream is buffering and lagging very much. I cant understand why, i did talk with my internet provider he said my connection is fine. Can you help me please ?

Tried everything. Literally have no idea what is going on, this happens with every game. CPU and GPU usage are very low, there is no any bottleneck, had problem with Max Audio Buffering, but fixed that and everything was working ok for a while. Here is the log file...
