I could only test it on Windows 11 with the current OBS version. But I thought: Maybe it's helpful to someone!
Since there are no real plugins (or viable ways) that enable chapter markers in Premiere Pro, I thought of a slightly different solution: Subtitles.
This is a Python script that generates chapter markers as subtitles. Every time you press a hotkey, the script generates a new subtitle-clip at that time. You can choose between a set length or a continuous subtitle length, which makes finding your highlighted times easier. There's also a chapter 0 that starts at 00:00 to make synchronizing the subtitles with your video source a breeze.
To install:
- You need Python 3.12.0
- Install it somewhere where you can easily link to
- Open OBS, go to Tools -> Scripts -> Python-Settings and navigate to your Python installation. If everything worked it should say "Loaded Python Version: 3.12"
- Go back to Scripts, hit + and add the ChapterSRT.py script
- Choose a chapter length or hit the checkmark for continuous mode
- Next hit Settings -> Hotkeys, find "Set Chapter Marker" and seelct a Hotkey you want to use
- Hit record, hit your hotkey whenever something cool happens
Once you finished recording, OBS creates an srt file next to your video.
Import both into Premiere Pro, align the srt subtitels with your video (Chapter 0 always starts at 00:00:000!) and enjoy an easy navigation between your highlights :)
