Create new output FOLDER if not existing

Hey there,
So this pissed me off big time when I found out why OBS didn't output a file...

Here's what happened so you can understand how simple but nontheless frustrating this bug is :

In output directory let's say I use : "Documents\OBS\Output"
Then, after inputting that in OBS I navigate into that folder via the windows explorer.
I rename de folder to "Outputs" because I forgot an S, and started recording.

The surprise at the end of the recording was that OBS wasn't able to :
- at least tell me at the begginning of the recording that the output path is incorrect
- create that new folder called "Outputs" anyway instead of simple doing nothing at the end of the recording.


This is really important to fix in my opinion, because I think these kind of things are not that hard to code, and wouldn't frustrate me so much for the loss of my recordings (generally those are first impressions of a game and re-recording those are kind of useless...)

PS : I'm using test 10 of the latest OBS version

That's quite true, that's my fault. I'll see about fixing it, it doesn't even say anything if it can't create the file, so it was a rather dumb flaw on my part.
