It says you only have 100 megs available. You're really lacking in all areas, CPU, video adapter, RAM, just all across the board. Your system is already using almost all of it's RAM. I'm not entirely sure what to say -- you might want to at the very least try to reduce your RAM usage, turn off other applications on the computer and such to free up memory.

Pretty much everything in your computer needs upgrading. Although you're just streaming RPG maker games so I mean you probably don't necessarily need to, but you should at least free up some more RAM before using it.

Your frame times are just too high. I think only by downscaling a lot will you be able to make up for the problems. For example:

avg time: 677.839 ms

It means that it took over half a second to even render a single frame. The only thing I can really suggest is reducing framerate to 25, and downscaling even forther to something like 540p or lower. Your computer is just unfortunately limiting what you can do here in almost every aspect. Encoder is taking too long, capturing taking too long, everything is just taking too long. Encoding and capturing require a lot of resources.
