Hi, as the title says I have an upload of 600 - is there any way of streaming at 480p without the viewers getting screen lag?
Also i will be at a location that provides 1000 upload - would that be a big enough upgrade to stream 720p?

You can stream at any bit rate you want and any resolution you want. It's just a matter of what looks good. A 480p stream at 400-500 bit rate with CBR probably won't look that good. But you can try it and see what you think.

1000 might be enough for a low-quality 720p stream of a very low-movement game.

I have used the estimator the website provides - the quality of the stream is what I expected however I just wish the viewers didn't get screen lag - what would help prevent that? Lowering bit rate?

First, determine your optimal video bitrate by following this guide : https://obsproject.com/forum/resources/low-upload-speed-how-to-find-the-right-settings.185/

KEEP IN MIND
my PC is quite powerful and will handle these settings with no issue, if ever your pc lags, try lowering the CPU Usage Preset from "slow" to "fast" or "faster".

Here are my x264 options :

Code:
tune=animation 8x8dct=1 aq-mode=2 bframes=1 chroma-qp-offset=1 deblock=0:0 direct=auto ipratio=1.41 level=3.1 me=hex merange=16 min-keyint=auto mixed-refs=1 no-mbtree=0 partitions=i4x4,p8x8,b8x8  psy-rd=0.5:0.0 qcomp=0.6 qpmax=51 qpmin=10 qpstep=4 ratetol=10 rc-lookahead=30 ref=1 scenecut=40 subme=6 threads=0 trellis=2 weightb=1 weightp=2

For audio, set the bitrate to 64kbps, make sure you have the correct AAC codecs for better quality : install them here : https://obsproject.com/forum/resources/obs-mp-enable-coreaudio-aac-encoder-windows.220/

OLD SETTINGS W/ 0.8m/s April 2014
- I still have 0.8Mb/up, but I tweaked my former settings to have better quality.

EDIT : November 2015 - USE MONO AUDIO, NOT STEREO.

Here is what I put in the h264 encoder parameters :
opencl=true opencl_device=2 partitions=p8x8,b8x8,i8x8,i4x4 bframes=2 ref=1 me=hex subme=4 mixed-refs=off weightb=off

OLDEST SETTINGS W/ 0.8m/s : April 2013.

I have 0.8m/s upload speed and I get decent 480p quality :
Here are my settings, of course it also depends on your computer, but it could help :

Opti Maxed out :

[Encoding]
[X] Use CBR
Quality : 7
Bitrate Max : 600
Codec : AAC
Bitrate : 96

[Vidéo]
Diminuer résolution : 2.25 (852*480)
FPS : 30

[Options avancées]
[X] Multi-thread optimization
Normal priority
x264 CPU : faster
[X] Use CFR

0.6m/s is pretty low, you could be able to stream but I advise 320p maximum :s

Also depends a lot on the game. I know someone who streams sc2 in 500something resolution with just 500kbps and 80aac audio and it looks decent...ish. i guess games like LoL are doable too.
