Question / Help x264 Low CPU Usage, But Choppy Stream!! (TRIED EVERYTHING!!)

Alright, so I'm trying to do a stream with x264. The CPU stays below 70% at all time, and the GPU around 70-85%, but the output is still super choppy and annoying to watch. I'll include a log, video evidence, and my settings. The game is running at a solid 48 fps (because that's what I capped it to as that's what OBS is capped to), and I've tried capping it at 60fps, but get the same results too. Please help!!

CPU showing 70% or under in task manager or OBS doesn't mean its not hitting 100% partially...
the task manager and OBS show 1 sec intervals or more while you could be hitting 100% like 40 out of your 60 frames a sec for example ...
same with 30 fps... your CPU could be hitting 100% for 20 out of the 30 frames and not being able to handle it...
my CPU's are currently at ~25-35-40% load to have 100% frame rate at 720p on CSGO/World of Tanks if i boost the the quality 1 preset above FAST I am getting frames dropped even if my CPU is showing 60-70% in task manager or OBS
