Question / Help Win 10 OBS Issues

Hello Everyone.
I have been trying to figure this out but I can't seem to get anything to work. My issue right now is that OBS will not stream at a constant 30 fps despite the fact that my CPU usage is only ever 50% max. Here are my PC Settings

i7-4790k
GeForce 750 Ti
16GB RAM
Windows 10

I have changed every OBS setting I can think of or that I have found people telling other to change. I have tried 720p and 1080p same results. Bit rate from 1000 to 3500, no change. And it doesn't seems to matter the game I play either. Tried less intense games and more. Same things. Fluctuates from 20 - 30. I never had an issue with this when I had worse hardware but was running windows 7. I have disable things in windows 10 that people said might work. I am at a loss. Before windows 10 with an 8 year old computer I could keep it steady so I am getting really frustrated. If going back to window 7 is the best option I will probably do that.

I mean I have a scene where it is fullscreen. But I have never actually used that scene before when I am streaming. At least not since this problem started. Also tried resolution changes to webcam which was no dice to help the problem either.

I tried OBS MP and it seemed to help a tiny bit but it was hard to say since there is no FPS counter on it. Still looked very choppy. At least hovering around 27fps with OBS MP. Shouldn't have this issue with my CPU though.

Didn't know about that. Just did. Same thing. Tried a regedit fix I found also as well as disabling the option for updates they put in there which might hit my upload speed. Nothing seems to work.

Was getting at least 720p 30fps on my old Phenom II X4 955. Granted it was diable 3 and windows 7, but this wont even stay 30 on anything even less intense games and it 100% should

I'd try with the webcam at a lower resolution and/or in the mjpg format instead of i420.

The log isn't really showing anything else that would set off flags for me.

Right? Haha. Tried the resolution before. Just tried both at the same time. I have no flipping idea why this isn't working. Absolutely nothing has given me any noticeable changes.
