Question / Help When I start streaming my frames drop by over 50%

I usually just stream the game 'runescape' and can play it in HD with the highest settings but as soon as I start streaming my frames drop to below 20% .
I looked up a lot of forums but i'm not really a tech guy and stream just for fun so I don't really know all of the words everybody uses when they help other people so I thought making a thread would help me better.

small note: my pc crashed a day ago and my obs settings are all messed up now but I couldn't remember how I left time last time.

PC specs:

• CPU: AMD Phenom lI X6 1100T 3.3GHz
• Graphical: AMD Radeon HD 6700 Series
• RAM: 8GB
• Windows 7 64-bit

Internet test:
Downloadspeed : 83.26 Mbps
Uploadspeed: 14.70 Mbps

You have a very old and slow CPU, and are trying to stream 1776x1000 on 1000kbps. Not surprised.

Switch to a 480p downscale.
