Question / Help what settings would be good for my laptop not explode?

You cannot really use this Laptop for a cpu and gpu intensive task like screen recording and least of all streaming. Its CPU power is way too low to do more then office work and internet browsing. It's kind of a Chromebook alternative, just with a "real" OS instead of Chrome.

Post a OBS log that contains a recording attempt. According to your link to the HP support website, your Laptop has a low-level AMD CPU and GPU architecture, which would not be able to support recording or streaming. But according to your screenshot you activated Quicksync as encoder, which is not available with AMD hardware. So your Laptop has actually a different performance than what your HP link suggests.
The real performance capability can be seen from a OBS log with a recording session in it.

You can as well click on Tools->Auto Configuration Wizard and produce a baseline configuration that takes the real performance of your laptop into account.

HP Stream 14-ax0XX

my processor is an Intel Celeron dual-core
CPU: N3060
4GB memory
and a 32GB SSD

Tools->Auto Configuration Wizard
Use Quicksync as encoder.

If you want to do settings manually:
simple output mode
In the Recording Section of Simple mode:
High Quality, Medium File Size
Encoder Hardware (Quicksync)
In Video tab:
Base (Canvas) Resolution: your monitor resolution
Output (Scaled) Resolution: the same or lower resolution. Reduce until you get smooth and not choppy video.
FPS Value: 30 or 25

Don't use advanced output mode. It's not a "better" mode, it's a mode that simply contains more settings. If you don't know what all the settings mean, use simple mode. All the other settings that are visible in advanced mode are set internally to optimal defaults.

so, whats the recommended for the output resolution?
i know you said to find out, but, is there a recommended one?
(also there is no 25 fps option
and no quicksync in simple)

There is no recommended resolution. It depends on the processing power of your PC and what you intend to do with the recording.
It cannot be too difficult for you to click the dropdown list and try them all with a short recording and choose what works best for you.

It's "Hardware (QSV)", and 25 fps can be entered if you choose "Integer FPS Value" at the drop down list instead of "Common FPS values". Come on, explore the UI and don't let other people tell you every click you should do.

The problem with settings from youtube videos is that the hardware that is used by the video makers is usually completely different to the hardware of your laptop, so the settings from the videos doesn't apply to your laptop.
