Question / Help Understanding obs estimator recommendations

To put it short am having trouble understanding where to check CBR and CFR in Obs Studio.
CPU: Intel(r) Celeron(r) n3050
Graphics card: Intel (R) HD
Upload speed: 12140 kbps
And when I put all the info in the estimator is talks about Enable CFR for compatibility with streaming services and Enable CBR for improved stream stability. So where do I found CFR and CBR in the settings for Obs Studio.

These are all covered by OBS if you are using Settings, Output, Output Mode set to Simple
