Two Issues: Base (Canvas) Resolution Not Matching Desktop Resolution & Weird Brightness

I did a full uninstall of OBS (profiles and settings too) and a fresh install of the latest version off the download section of this site 1 hour ago. I've not touched *any* settings, this is how it looks after a fresh install.
Any help is appreciated

#1) Where is this weird resolution coming from? 2652x1492? My desktop is 4k.

#2) Whats going on with the capture brightening the image for no reason recursively?

So issue #1 resolved itself magically. I made a scene (#2 issue) and went back into prefs and 4k was there again. Weird. This just leaves issue #2, aint no one can record with this gamma/whatever issue.

Any clues?

So #2 has been narrowed down. Looks like OBS doesn't word well with windows 10 HDR mode being on. This is rather unfortunate as my TV gains a good boost from it being on.

Any way to configure this properly without having to turn it off?
