Question / Help Twitch Stream Lag/Dropping Frames in OBS

Hello, I just recently purchased a new PC. I'm not new to streaming with OBS, been using it for years now with no issues with my old PC. As of now, any game I attempt to broadcast just ends up being a choppy/laggy mess for me and my viewers. I've tried everything I can think of to fix my issues but haven't had any luck in correcting the problem. Also, I'm not "dropping frames," but I can choose 30fps/60fps in the settings and I can watch OBS and it drops the fps of the stream to 1 constantly.

The issues start immediately after starting my broadcast and continue to be choppy for the entire duration of the stream. Below is the link to my last broadcast that shows the issue. As well as my PC components. Any and all feedback is appreciated. Thanks.

PC Specs:
CPU: i5 6600k Stock speed
CPU Cooler: Corsair h80i v2
GPU: GTX 970 SSC (stock speed)
RAM: 16GB G.Skill Ripjaw DDR4 2400Mhz
Mobo: MSI Z170A Gaming M3
Storage: 120gb PNY SSD/WDBlue 1TB HDD
OS: Windows 10 (Installed on SSD, Games installed on HDD)

Is the video card running in pci-e x16 mode (you can check this with gpu-z)

Ive had this issue for over a month now, just now reporting it to the forums. Think ive gone through 3 drivers packages now, all updating to the new ones of course. Had my new PC since the middle of May. Issues been persistent since then. Thanks for the support though.
