Also, run a 6MB test at http://testmy.net/upload to find out what you're getting for CONSTANT throughput; Speedtest (and ISPs) count 'dead file' transfer, which is usually very bursty; it'll transfer most of the file at a low rate, and spike WAY above your rated speed for brief periods. In the end, over the full file you'll hit your 'rated' speed when averaged out.

Unfortunately, livestreaming does NOT play well with burst-mode transmission. Neither does game network communication. So though you can send 'dead' files at full speed, you'll only be able to use a portion of that for a live transfer. You'll want to plug in your results from the testmy.net test into the estimator Dodgepong listed (in kbps, not mbps as testmy tends to return... just multiply the result by 1000).

Be aware, you need to reserve some bandwidth for the game. With Speedtest saying 0.7mbps up, that doesn't leave much... if testmy concurs (shows ~700kbps) I wouldn't actually look to use more than 500 of that for the streaming bitrate. That's your biggest bottleneck; I would expect a downscale to 480p to be the best-case scenario... probably would run better at 360p.
There are plenty of low-bandwidth optimization threads here in the Q&H forum; use the search button or just check a few pages back, some have extra x264 options to help give better visual quality at very restrictive bitrates.
