Question / Help Stream quality very low. Good PC and excellent internet.

I am new to streaming, PC literate and followed hundreds of guides yet my stream still appears very pixelated and a little choppy. I am playing natively at 4k (the game I am trying to stream is WoW). I used the recommended wizard settings that streamlabs did for me. Then tried some of my own settings according to various guides on here, YT etc. To no success I went back to the auto-optimizer through streamlabs. I have 220 down and 20 up internet. I have a GTX1070 and an i5 6600K. So I am not lacking the power. But I must be missing something here.

your cpu is to slow for 1080p with 60 fps on twitch and you internet is to slow to do it with good quality on youtube.
