Question / Help Stream Laggy/Choppy

Hi,

I seem to be having troubles with a laggy and choppy stream.
I would think my GPU and CPU could handle it (RTX 2080 and i7 8700k). I also ran the Twitch Bandwidth test and Portland, Oregon seemed to be the best one with the quality at 100 and the ping at 17.
I have looked everywhere and looked at tutorial videos and nothing seems to be working, and im not sure why.

This needs to be turned off in the Windows settings as it might be the cause of the encoding lag.
