Question / Help Stream is lagging, but OBS shows no dropped frames

I'm using NVENC as an encoder with 4000 bitrate on High Quality Preset at 720p 60fps. The problem is that OBS shows no dropped frames but the stream lags (goes from 60 fps to 40-30 and sometimes freezes for less than a second). The livestream's health is on green all the time (in OBS). Can anybody help me fix this problem?
Specs : CPU: i7 4790 3.60 ghz
GPU : GTX 750 Ti 2GB
RAM : 12 GB

if your trying to preview your own stream while its live on the same machine this happens for me, but if you check on a separate device it may appear normal for you if everything else seems fine. Other wise it can be an encoding issue with your specific video card not having enough power to play, stream and rewatch.

I thought that it could be because of the preview but I checked the video after the stream and it was lagging. I don't think it's because of the video card because if I stream with my CPU, nothing changes.

Conspicuous things, that I see in that log file:
- Windows Game DVR is on
- Monitor_Capture and Game_Capture sources in the same scene
- rendering lag (GPU load hitting over 95%)
- 238 dropped frames due to Bandwith issues
