Question / Help Stream Fps

Hey, Today I have been setting up OBS setting by following a youtube video, But when I went to do a test stream I found out that I was having a high encoding warning and my stream fps was hiting an average 15-45 fps, I'm not sure if my computer is good enough to handle stream or if I have set my stream up wrong. Anyway I'm not a very technical person so please explain things in my language :) Any help would be greatly appreciated
