I had been looking over the forums now forums now for about two hours. and ive had no luck.
here is what is happening listen to the sound skipping.

I had tried at least 8 different suggested fixes with Zero difference in the result.
I've tried different encoding setting different buffers, time stamps, making sure my PC is not OC'd.
I don't have a asus mother board... I've tried changing the audio bitrate in windows(all of them).
finally I got on to mother board's driver's (a gigabyte 78LMT-usb3) . and updated the audio driver for win 10 and all is now good.
I can OC and change all settings in OBS with no stutter.
I hope this helps somebody else's problems quicker than I solved it.
