Question / Help Refresh Rate Drops From Streaming?

My fps drops accordingly with a stream like it should, but its staying from 120-190 and that's plenty for CSGO. I play at 1920x1080 and 120+ should handle fine. I have a 144hz monitor and when I stop streaming it immediately appears better, the moment I start, it doesn't lag, just shows as if I'm back to 60hz.

i7-4770k
16gb ram
gtx 760
(idk what else to add)

Any help or things you need to solve this will be helpful, i want to get this fixed asap.
