Hi I have a question for Streaming on Twitch.tv with OBS.

I have a
DSL Downstream:
5984 kBit/s
DSL Upstream:
672 kBit/s

so its actually not optimal for Streaming.

But isnt it possible to stream with a big delay? That everything buffers and sending it?

I hope you can unterstand me

No. Even if there is a delay, the encoding and uploading needs to happen in real-time, when you're livestreaming. Offsetting it with a delay doesn't change the fact that you need to be sending at a rate concurrent with what your viewers are watching.
Think of a bucket with a large plugged hole at the bottom, and a hose providing much less water than will drain. You can fill the bucket as much as you want... when the plug is removed (people start watching the backlogged content) the hose (your connection) will simply not be able to keep up.

With that upstream rate, I'd probably shoot for a 360p stream at most... probably closer to a 240p though. Or consider just doing Let's Plays, and uploading the recorded completed video to YouTube later. If you want to actually livestream at any decent quality though, you will need to go to a faster connection package, or switch ISPs to one with a faster offering.
